An 0800 number is free to call when calling from a UK landline.
0870 calls are charged at a 'national rate', which now following Ofcom changes that came in to effect on 1st Aug 2009 is charged to the caller at around 2p at peak time & less on evening & on weekends. This price per minute can vary massively still so it still depends upon which network/telecom company you are with as to what exactly you pay. Given this charge per minute was around 6.7p Peak this Ofcom change is a huge improvement for callers. BT are including (for domestic customers only) calls to 0870 & to 0845 numbers in some inclusive minute packages. 0370 is there to replace 0870. Owners of 0870 & 0370 numbers now pay to receive calls.
0844 numbers are charged at the same low rate of up to 5p/minute at all times. Some 0844 numbers are charged at 3 & some at 4p & some at 5p depending upon the number.
0845 numbers are charged at local rate, which is currently with BT 3.4p at peak time, 1.7p evening & 0.6p on weekends. Some BT domestic packages do include calls to 0845 & 0870 now. Note 3.4p is not a 'local rate' anymore – since deregulation. This is why 0845 will be going through a similar Ofcom change soon (simliar to 0870 has already). 0345 now exists to replace 0845 numbers. Owners of 0345 numbers now pay to receive calls.
0871 numbers are charged at the rate of up to 10p/minute at all times from a BT line. Some 0871 numbers are charged at 6 & some at 8p & some at 10p depending upon the number.
A call to any UK mobile from a UK landline can costs the caller in excess of 25p at peak times (depending upon the network being called and the telecom company the caller is using), so calling 08 numbers is not that expensive by comparison.

0800 cost to call.
An 0800 number is free for the caller at all times when calling from a UK landline. Calls to most 0800 numbers are chargeable on all mobile networks. In all instances the users of the 0800 numbers will be charged. Ofcom have indicated that they intend to change things so that calls from mobiles to 0800 & 0808 maybe also be free soon.
Low call rates.
0844 numbers are charged at up to five pence per minute at all times (certain ranges are charged at either 3, 4 or 5 pence) from a BT landline. This is defined by description as a low call rate number. Callers pay much more to call other number ranges including mobile, maybe landline or certainly 0845, 0870, 0871 & premium rate numbers. After free phone numbers, low call numbers are the next cheapest for the caller.
0844 cost to call.
0844 numbers cost up to five pence per minute at all times from a BT landline, some other networks do charge more but usually the charge is still roughly around the 5p/minute. The rate remains the same no matter what time of day these numbers are called. Ofcom have stated 0844 numbers are not to be affected by any planned 08 changes. These numbers are classed as low call rate numbers and are cheaper for the caller than national 0871 numbers or premium rate 09 numbers or most 07 numbers especially 070 numbers.
0845 cost to call, local call rate charge.
0845 numbers are not currently charged at a local rate as per their description, from a BT business landline & from other networks they are charged at around 3.4p peak rate, 1.7p evening & 0.6p on weekends. The description for 0845 as a local rate call is therefore currently 'incorrect' & this is why Ofcom will be addressing this by making a price change to ALL 0845 numbers soon. Last update from Ofcom in 2008 stated they intended to make a change in 2yrs (i.e last year) is the same rate that many callers pay for landline calls which have come down in price since pre-deregulation.
0870 cost to call.
0870 calls are no longer charged at 6.7p at peak time, 3.4p evenings & 1.7p on weekends, ofcom changes in 2009 reduced the price for the caller down to make the description accurate again - as a 'national rate' as per it's description. The 6.7p at peak times is the rate that everyone used to pay for a national rate calls pre-deregulation. Note that some business users may still pay 6.7p or more to call ‘nationally’ depending upon which Telecom company they are with.
National Rate 08 numbers
Since the changes to Ofcom legislation on 0870 numbers Since the changes to Ofcom legislation on 0870 numbers on 1st August 2009 businesses now have to pay up to 4 pence per minute to continue receive calls on their 0870 numbers.
Now calls to 0870 numbers are charged to the caller at around the same rate as a call to a 01, 02 or 03 numbers. We are now recommending 0871 numbers or 0844 numbers as the alternative number ranges to move to from using a 0870 for those wanting a FREE number SERVICE where business owners can still earn a revenue share per minute.
