0870 OfCom changes
As an 0870 number provider we feel it is important to inform our clients of the 0870 Ofcom changes that are due to come into effect on 1st August 2009, as recently announced. Due to the Ofcom ruling (brought into effect largely due to the 'say no to 0870' campaign) many of our clients are currently looking for an alternative to 0870 and will want to dispose of their 0870 number prior to the 1st Aug 2009.
Changes to 0870 Numbers - The Ofcom ruling will affect 0870 UK numbers by bringing the cost down to a local cost call which means revenue profit share is no longer allowed and the 0870 number will incur a bill instead from 1st Aug 2009.
Alternatives to 0870 - 08 UK can offer a 0870 alternative which means offering you a new number from other telephone number ranges (i.e. 0844, 0845, 0874 or 0800).
Porting 0870 2009 - We can also port existing 0870 numbers and assist in ensuring a smooth transition is made to the new 08 number (the 0870 Ofcom 2009 changes come into effect on 1st Aug 2009). Alternatively we can port the number and ensure that after the 0870 number changes are enforced your call charges as as low as possible.
0871 telephone numbers will also be effected by the Ofcom changes as they are due to come under the control of PhonepayPlus (formerly called ICSTIS), the premium rate services regulator, which will mean that the cost of the call will need to be announced at the beginning of the call and on marketing materials.

Ofcom non geographic number legislation changes 2009
The 0870 Ofcom changes were first due to come into effect in Feb 2008 but Ofcom have delayed this due to pricing announcements on 0870 numbers that might have affected calls between systems for personal and fire or burglar alarms. Ofcom proposed a solution that required a short consultation period of 6 weeks (that has now ended). Now they have reviewed the responses to the consultation they have published a statement, Ofcom have the proposed 0870 change will happen from 1st Aug 2009, this is an official date.
As an alternative we would offer you an option of numbers from the ranges:
- 0844 – we can offer 0844 numbers completely free of charge and will pay revenue share for high call volumes. 0844 numbers are a low charge call for the caller charged out at between 3p and 5p.
- 0845 – can be taken completely for free and are charged at a local call rate for the caller. 08UK are currently not recommending 0845's as Ofcom are also planning on implementing regulations on the 0845 range (similar to the 0870 changes coming into effect this year).
- 0871 – the highest 08 revenue share generator. Calls are charged out at between 6p and 10 p for the caller. We can set up 0871 numbers completely for free and pay the highest revenue share rates.
- 0800 – free for the caller. 08UK’s rates are the cheapest you will find.
We would upload a message completely for free onto the 0870 to inform your customers that the number will be/has changed and manage the smooth transition over to your new number.
If you wish to keep the 0870 we can port the 0870 and ensure you receive the highest revenue possible (until the 0870 Ofcom regulations come into effect) and ensure you are paying the lowest bill possible after the changes.
Ofcom are also proposing investigating the 0845 range in 2009 so we are currently advising clients not to take numbers from this range, although of course if you wish to we are happy to provide 0845 numbers for free.
